Engagement of Occupational Therapist (OT)/ Physiotherapist (PT) on Contractual Basis with Fixed Hourly Remuneration at Reserve Bank of India, Mumbai

Applications are invited from eligible candidates for preparing a panel to fill up Two (02) vacancies of Occupational Therapist (OT)/ Physiotherapist (PT) on contractual basis, with fixed hourly remuneration for location at Central Office of Reserve Bank of India, Fort, Mumbai so as to reach the CGM-i-C, Reserve Bank of India, Human Resource Management Department (Training and Development Division), Shahid Bhagat Singh road, Fort Mumbai - 400001 on or before 05:00 p.m. of April 06, 2023. The application should be sent in a sealed cover super-scribed as ‘Application for the post of Occupational Therapist (OT)/ Physiotherapist (PT) on contract basis with fixed hourly remuneration’.

Eligibility, Terms & Conditions:

I. The applicant should possess Bachelor or Master’s degree in Occupational Therapy/ Physiotherapy of any recognized University with specialization in Musculoskeletal sciences and knowledge of ergonomics and biomechanics.

II. Applicants having post graduate degree in Occupational Therapy/ Physiotherapy will be given preference.

III. The applicant should have a minimum of 02 (two) years of experience in any hospital or clinic as Occupational Therapist/ Physiotherapist.

IV. The contract for engagement will be for a period of three years.

V. The rate of remuneration and the indicative duty hours are as under:

VI. The Reserve Bank of India reserves the right to review the rate of remuneration from time to time and alter the duty hours and location of Central Office, Fort at its discretion in case it becomes expedient to suit administrative and operative requirements.

VII. Interested and eligible candidates may make an application in the attached format as at Annex - III. The application should be sent in a cover superscripted "Application for the post of Occupational Therapist/ Physiotherapist (with fixed hourly remuneration) for Reserve Bank of India, Fort”.

Selection Procedure:

VIII. The Reserve Bank of India, Mumbai, Central Office will be conducting an interview for filling up the posts of Occupational Therapist (OT)/ Physiotherapist (PT) on contract basis, with fixed hourly remuneration.

IX. The Bank reserves the right to raise the minimum eligibility standards etc. in order to limit the number of candidates to be called for interview. The decision of the Bank in this regard shall be final. The Bank will not entertain any correspondence with the applicants who have not been called for the interview.

X. The shortlisted applicant/s after interview will be subjected to medical tests as per prescribed norms before engagement. The cost of these medical tests will have to be borne by the applicant/s themselves.

XI. Candidates selected for the post will be engaged subject to their being found medically fit, completion of verification of documents and acceptance of Terms and Conditions of Contract as per Annex – I and Code of Conduct as per Annex – II.

XII. The selected applicant would have to sign an agreement for Contract with the Bank before engagement of their services as Occupational Therapist/ Physiotherapist (on contract basis) with fixed hourly remuneration.


ANNEX- I

Engagement of the services of Bank's Occupational Therapist/ Physiotherapist (on contractual basis) with fixed hourly remuneration - Terms and Conditions of Contract

1. To attend to Bank’s premises located at Fort with prescribed duty hours as mentioned in para (V) of the Advertisement (or for period as may be necessary) excluding Bank holidays.

2. The duties of the Occupational Therapist/ Physiotherapist at the RBI, Fort office will include:

  • Assessing the patient’s physical, communication and cognitive skills to develop a treatment plan

  • Giving advice and providing support for family members and Carers

  • Helping adult patients to take part in everyday activities based on their unique circumstances

  • Assisting patients’ exercise for pain relief

  • Reviewing the patient’s progress and adapting the treatment accordingly

  • Performing administrative tasks such as keeping records, writing reports and making telephone calls

  • Implements physical and psychological assessments of the patient and indicates treatment plan using a variety of methods

  • Assesses the patient’s home and work environments and makes necessary adjustments if needed

  • Advises on what equipment would suit the patient for their everyday activities and helps them utilize them

  • Develops physical rehabilitation programs to help patients regain lost fine motor skills

  • Establishes physical rehabilitation programs to help patients regain lost skills and prepare them to return to normal life

  • Evaluates patient’s condition regarding physical and basic mental health as well as establishes goals that Occupational therapy / Physiotherapy will treat and adjusts programs based on patient’s needs and skills

  • Administers patient care in compliance with agency policy, law and regulation, and according to the guidelines provided by the Occupational Therapy Practice Act, Occupational Therapy policies and procedures and scope of care

  • Ensures continued competence and updated field knowledge

3. The remuneration is fixed at ₹1,000/- per hour for the entire 3 years of contract. The fixed remuneration is payable on a monthly basis. Further, no superannuation benefits, viz. Pension, Provident Fund or Gratuity will be payable. No leave would be admissible. No perquisites/facilities also would be made available. If required to attend the office on any public holiday, compensation @ ₹1,000/- per hour would be paid. Taxes on the income would be deducted at source as per extant rates and Government notifications.

4. In the event of your absenting from duty, you shall be required to make substitute arrangements acceptable to the Bank, in terms of qualification and experience at your own risk and cost.

5. To adhere to the Code of Conduct for Occupational Therapists/ Physiotherapist of the Bank as given in the Annex - II to this terms and conditions.

6. You will be under the administrative control of the Chief General Manager-in-Charge, Human Resource Management Department, Central Office, Reserve Bank of India, Mumbai.

7. Your contract will be valid for a period of three years from the date of engagement, subject to your accepting the above terms and conditions in Annex-I and observing the code of conduct of the Bank as given in Annex - II.

8. The engagement under the contract is temporary. No claim shall be made for regular employment on that basis at any stage or for pay and perks payable to regular employees.

9. The Bank reserves the right to review the rate of remuneration from time to time and alter the duty hours and location at its discretion in case it becomes expedient to suit administrative and operative requirements.

10. The contract will be terminable during the period of the contract on three months’ notice on either side or three months remuneration calculated on the basis of hours per month in lieu thereof.

11. Any dispute arising on account of the contract shall be subject to the jurisdiction of the Courts of Mumbai.


ANNEX- II

Code of Conduct for Occupational Therapists/ Physiotherapist whose services are engaged on contract on hourly basis with fixed remuneration

1. Every Occupational Therapist/ Physiotherapist shall observe, comply with and obey all orders and directions which may from time to time be given to him/her by any person or persons under whose jurisdiction, superintendence or control he may for the time being be placed.

2. Every Occupational Therapist/ Physiotherapist shall maintain the strictest secrecy regarding the Bank's affairs and the affairs of its constituents and shall not divulge, directly or indirectly, any information of a confidential nature either to a member of the public or of the Bank's Staff, unless compelled to do so by judicial or other authority, or unless instructed to do so by a superior officer in the discharge of his duties.

3. Every Occupational Therapist/ Physiotherapist shall serve the Bank honestly and faithfully and shall use his/ her utmost endeavour to promote the interests of the Bank and shall show courtesy and attention in all transactions.

4. No Occupational Therapist/ Physiotherapist shall take an active part in politics or in any political demonstration or stand for election as member for a Municipal Council, District Board or any Legislative Body.

5. No Occupational Therapist/ Physiotherapist shall become or continue to be a member or office-bearer of, or be otherwise directly or indirectly associated with, any trade union or a federation of such trade union or resort to, or in any way albeit, any form of strike or participate in any violent, unseemly or indecent demonstration in connection with any matter pertaining to his/her terms and conditions of contract.

6. No Occupational Therapist/ Physiotherapist may contribute to the press anything relating to the affairs of the Reserve Bank of India without the prior sanction in writing from the Bank or publish any document, paper, or information which may come into his possession in his capacity as Occupational Therapists/ Physiotherapist of the Bank.

7. An Occupational Therapist/ Physiotherapist shall not solicit or accept any gift from any employee.

8. An Occupational Therapist/ Physiotherapist shall not absent from his duties without the permission from the Bank and making alternate arrangement acceptable to the Bank during his absence. Such alternate arrangement shall not exceed five days at a time.

9. An Occupational Therapist/ Physiotherapist shall not outsource his service to the Bank.

10. An Occupational Therapist/ Physiotherapist will -

  1. strictly abide by any law relating to intoxicating drinks or drugs in force in any area in which he may, for the time being, happen to be.

  2. not be under the influence of any intoxicating drink or drug while on duty and shall also take care that performance of his duties at any time is not affected in any way by the influence of such drink or drug.

  3. refrain from consuming, in a public place, any intoxicating drink or drug.

  4. not appear in a public place in a state of intoxication.

  5. not use any intoxicating drink or drug to excess.

Explanation: The term "public place" would include clubs even exclusively meant for members where it is permissible for the members to invite non-members as guests, bars and restaurants, public conveyances and all other places to which the public have or are permitted to have access, whether on payment or otherwise".

11. No Occupational Therapist/ Physiotherapist shall indulge in any act of sexual harassment of any employee at workplace.

Explanation: For this purpose, "Sexual Harassment" shall include such unwelcome sexually determined behaviour, whether directly or by implication such as:-

  1. Physical contact and advances,

  2. Demand or request for sexual favours,

  3. Sexually colored remarks,

  4. Showing pornography,

  5. Any other unwelcome physical, verbal or non-verbal conduct of a sexual nature.

12. The contract is liable to be terminated if an Occupational Therapist/ Physiotherapist is arrested for debt or on a criminal charge or is detained in pursuance of any process of law.

13. Occupational Therapist/ Physiotherapist shall not give, solicit or receive nor shall offer to give solicit or receive, any gift, gratuity, commission or bonus in consideration of or return for the referring, recommending or procuring of any patient for medical, surgical or other treatment. Occupational Therapist/ Physiotherapist shall not directly or indirectly, participate in or be a party to act of division, transference, assignment, subordination, rebating, splitting or refunding of any fee for medical, surgical or other treatment.

14. The provision at 13 above shall apply with equal force to the referring, recommending or procuring by him or any person, specimen or material for diagnostic purposes or other study/ work.

15. The contract is liable to be terminated in case an Occupational Therapist/ Physiotherapist commits a breach of the code of conduct of the Bank mentioned above or the terms and conditions of the contract accepted by him/her, displays negligence, inefficiency or indolence, or knowingly does anything detrimental to the interests of the Bank or its employees or in conflict with its instructions or is guilty of any other act of misconduct.

Engagement of Pharmacist in the Bank on contract basis with fixed hourly remuneration, Mumbai

Reserve Bank of India, Mumbai (the Bank) invites applications from eligible candidates for preparing a panel of Twenty-five (25) Pharmacists on contract basis with fixed hourly remuneration for a maximum period of 240 days at various Bank’s dispensaries located within Mumbai / Navi Mumbai. The reservation requirement of the vacancies is as under:

Abbreviations stand for: SC – Scheduled Caste, ST – Scheduled Tribe, OBC – Other Backward Classes, EWS- Economically Weaker Section, GEN – General i.e. Unreserved.

(ii) Eligible candidates may apply as per the format given in Annex-I only. Application in a sealed cover along with photocopies of certificates of Professional/Academic/Other qualifications, caste certificate, experience certificate, age proof etc. should reach the Regional Director, Human Resource Management Department, Recruitment Section, Reserve Bank of India, Mumbai Regional Office, Shahid Bhagat Singh Road, Fort, Mumbai – 400001 on or before 1700 hrs. of April 10, 2023. The sealed cover should be super-scribed as ‘Application for the post of Pharmacist on contract basis with fixed hourly remuneration’.

Applications not in the prescribed format or not accompanying copies of requisite documents / Certificates will be summarily rejected.

(iii) Candidates seeking reservation as Schedule Caste (SC) / Schedule Tribe (ST) /Other Backward Class (OBC) must ensure that they are entitled to such reservation and should also submit all the requisite certificates in the prescribed format in support of their claim along with the application.

(iv) Candidates seeking reservation as SC/ST/OBC, shall have to produce a certificate in the prescribed proforma ONLY, meant for appointment to posts under the Government of India from the designated authority clearly indicating the candidate’s caste, the Act/Order under which the caste is recognised as SC/ST/OBC and the Village/Town the candidate is ordinarily a resident of. They must also ensure that the name of their caste/community and its spelling in their caste/community certificate should be exactly as mentioned in the lists notified by the central government from time to time (for OBC category list of castes recognized by the Government of India as OBC castes in the central list is available on the site http://www.ncbc.nic.in, for ST category the list of caste for each state is available on the site www.ncst.nic.in and for SC category the list of castes for each state is available on the site http://www.socialjustice.nic.in). A certificate containing any variation in the caste name will not be accepted. Further the OBC certificate should also clearly indicate that the candidate does not belong to creamy layer as defined by the Government of India for applying to posts and services under the Central Government. Candidates belonging to OBC category but falling under the ‘Creamy Layer’ are not entitled to OBC reservation. OBC candidates availing reservation benefit will have to produce OBC certificate issued after March 01, 2022 with Non-Creamy Layer clause as per Government of India guidelines.

(v) The OBC claim of a candidate will be determined in relation to the State (or part of the State) to which his/her father originally belongs. A candidate who has migrated from one State (or part of the State) to another should, therefore, produce an OBC certificate which should have been issued to him/her based on his/her father's OBC certificate from the State to which his/her (father) originally belongs.

(vi) Reservation for Economically Weaker Section (EWS) in recruitment is governed by Office Memorandum No. 36039/1/2019-Estt (Res) dated 31.01.2019 of Department of Personnel & Training, Ministry of Personnel, Public Grievance & Pensions, Government of India. Benefits of reservation under EWS category can be availed upon production of an “Income and Asset Certificate” issued by a Competent Authority in the format prescribed by Government of India.

Disclaimer: EWS vacancies are tentative and subject to further directives of Government of India and outcome of any litigation. ’The appointment is provisional and is subject to the income & Asset certificate being verified through proper channel’. Benefits of reservation under EWS category can be availed upon production of an “Income and Asset Certificate” issued by a Competent Authority in the format prescribed by Government of India, for the Financial Year 2021-22 and valid for the Year 2022-23.

2. Eligibility Criteria:

a) Educational qualification:

  1. Matriculation or its equivalent examination.

  2. Applicant should possess minimum qualification of Diploma in Pharmacy from recognized University registered under Pharmacy Act 1948.

  3. Applicant having Bachelor degree (B. Pharm) in Pharmacy can also apply for this post.

b) Experience:

  1. Applicant should be registered with Maharashtra State Pharmacy Council.

  2. Minimum experience of two (02) years as a pharmacist. Experience with PSBs / PSUs / Government Organizations will be given preference.

  3. Applicant should have basic working knowledge of computer.

3. Remuneration, duty hours and other conditions:

  1. Pharmacists will be paid a fixed remuneration at the rate of Rs. 400/- per hour with a maximum period of five (05) hours per day, not exceeding maximum of Rs.2000/- per day and will not be entitled to any pay, allowance or any other perks/facilities.

  2. The offer of engagement will be for a maximum period of 240 days at a stretch.

  3. The Bank reserves the right to allocate any dispensary, at its discretion, located within the jurisdiction of Mumbai* / Navi Mumbai*.

  4. The empaneled Pharmacists may be attached to any one or more of the Bank’s dispensary, as per the requirement of the Bank. The decision in this regard shall be final and the Bank will not entertain any correspondence in this regard.

  5. The services rendered by the empaneled Pharmacist/s will not confer on him/her any right for a temporary or permanent post in the Bank’s service.

  6. Empaneled candidates, if engaged as Pharmacist, will not be regular employees of the Bank and will not be entitled to any facilities admissible to regular employees of the Bank.

  7. Bank reserves the right to stop utilizing the services of the Pharmacists at any time without any notice or reason thereof.

  8. Empaneled candidates, if engaged, are required to comply with and obey all orders and directions, which may from time to time be issued by an employee of the Bank under whose jurisdiction, superintendence and control, they are placed.

  9. Empaneled candidates, if engaged as Pharmacist, should maintain strict secrecy regarding the Bank’s affairs and serve the Bank honestly and loyally with high integrity.

  10. Whenever necessity arises they will be required to work in any of the Bank’s dispensary at Mumbai/Navi Mumbai during the working hours of that dispensary and remuneration will be paid depending upon the number of hours, their services are utilized by the Bank.

  11. Candidates are advised to thoroughly read this advertisement and satisfy themselves about their eligibility before submitting the application.

4. Modalities for selection:

  1. The Bank will be conducting an interview for the shortlisted candidates. The Bank reserves the right to raise the minimum eligibility standards etc. in order to limit the number of candidates to be called for interview. The decision of the Bank in this regard will be final. Mere fulfilling of the eligibility criteria does not entitle the candidate to be called for Interview.

  2. Candidates will be short listed on the basis of overall education qualifications (PG/Degree/Diploma), distance of residence from various Bank’s dispensaries, experience with PSBs/PSU’s/Government organization/RBI etc.

  3. Candidates short listed after the interview will be subjected to medical examination and document verification process before engagement as pharmacist. Please note that no TA/HA & any other allowances will be paid for attending the interview.

  4. A candidate placed on the panel will be engaged as and when requirement arises subject to his/her being found medically fit and on acceptance of Terms and Conditions and the Code of Conduct (Annex II). Empanelled candidates are to be engaged as Pharmacist purely on need basis. Mere selection for empanelment doesn’t confer any right on candidates for day-today engagement. The decision of the Bank in this regard shall be final and the Bank will not entertain any correspondence in this regard.

  5. The selected candidate has to sign an agreement with the Bank before engagement as Pharmacist (on Contract basis) with fixed hourly remuneration.


Annex - II

Code of Conduct:

i. Every Pharmacist shall observe, comply with and obey all orders and directions which may from time to time be given to them by any person under whose jurisdiction, superintendence or control he/she may for the time being be placed.

ii. Every Pharmacist shall maintain the strictest secrecy regarding the Bank’s affairs and the affairs of its constituents and shall not divulge, directly or indirectly, any information of a confidential nature either to a member of the public or of the Bank’s staff, unless compelled to do so by judicial or other authority, or unless instructed to do so by a superior officer in the discharge of his/her duties.

iii. Every Pharmacist shall serve the Bank honestly and faithfully and shall use his/her utmost endeavors to promote the interests of the Bank and shall show courtesy and attention in all transactions.

iv. No Pharmacist shall take an active part in politics or in any political demonstration or stand for election as a Member for a Municipal Council, District Board or any Legislative Body.

v. No Pharmacist shall become or continue to be a member or office-bearer of, or be otherwise directly or indirectly associated with, any Trade Union or a Federation of such Trade Union or resort to, or in any way abet, any form of strike or participate in any violent, unseemly or indecent demonstration in connection with any matter pertaining to his/her terms and conditions of contract.

vi. No Pharmacist may contribute to the press anything relating to the affairs of the Reserve Bank of India without the prior sanction in writing from the Bank or publish any document, paper, or information which may come into his/her possession in his/her capacity as Pharmacist engaged by the Bank.

vii. A Pharmacist shall not solicit or accept any gift from any employee.

viii. A Pharmacist shall not absent from his/her duties without the permission from the Bank and making alternate arrangement acceptable to the Bank during his/her absence. Such alternate arrangement shall not exceed five days at a time.

ix. A Pharmacist shall not outsource his/her service to the Bank.

x. A Pharmacist shall –

  1. strictly abide by any law relating to intoxicating drinks or drugs in force in any area in which, he/she may, for the time being, happen to be;

  2. not be under the influence of any intoxicating drink or drug while on duty and shall take care that performance of his/her duties at any time is not affected in any way by the influence of such drink or drug;

  3. refrain from consuming, in a public place, any intoxicating drink or drug

  4. not appear in a public place in a state of intoxication

  5. not use any intoxicating drink or drug to excess.

Explanation: The term “public place” would include clubs even exclusively meant for members where it is permissible for the members to invite non-members as guests, bars and restaurants, public conveyances and all other places to which the public have or are permitted to have access, whether on payment or otherwise.

xi. No Pharmacist shall indulge in any act of sexual harassment of any man/woman employee at workplace.

Explanation: For this purpose, “Sexual Harassment” shall include such unwelcome sexually determined behavior, whether directly or by implication as:-

  1. Physical contact and advances,

  2. Demand or request for sexual favours,

  3. Sexually coloured remarks,

  4. Showing pornography,

  5. Any other unwelcome physical, verbal or non-verbal conduct of a sexual nature.

xii. The contract is liable to be terminated if a Pharmacist is arrested for debt or on a criminal charge or is detained in pursuance of any process of law.

xiii. Pharmacist shall neither give, solicit or receive nor shall offer to give solicit or receive, any gift, gratuity, commission or bonus in consideration of or return for referring, recommending or procuring of any patient for medical, surgical or other treatment. A Pharmacist shall not directly or indirectly, participate in or be a party to act of division, transference, assignment, subordination, rebating, splitting or refunding of any fee for medical, surgical or other treatment.

xiv. The provision at (xiii) above shall apply with equal force to the referring, recommending or procuring by a pharmacist or any person, specimen or material for diagnostic purposes or other study/work.

xv. The contract is liable to be terminated in case a Pharmacist commits a breach of the code of conduct of the Bank mentioned above or the terms and conditions of the contract accepted by him/her, displays negligence, inefficiency or indolence, or knowingly does anything detrimental to the interests of the Bank or in conflict with its instructions or is guilty of any other act of misconduct.
